16 morons ruin it for an entire city

The beach community in San Diego known as "P.B.", has a decidedly different culture to it than any other in this country. The wide sandy beaches along the coast that make up Pacific Beach and Mission Beach are among the last west coast spots where it is still legal to drink alcohol while enjoying everything the beach has to offer. One could very easily make the argument the beach drinking law (or lackthereof), is the defining characteristic for this beach town. The surf is decent but nearly as good as many other spots within an hour's drive. The town is known for a twenty-something crowd that while technically may not be in school anymore, like to pretend they are still living down the block from the frats and trying to get drunk enough 5 nights a week that they get lucky with the opposite sex one of the 15-20 local watering holes. While the weather is beautiful year-round, it is between Memorial Day and Labor Day that the town and beaches really come to life. Summer tourists from around the U.S. flock in for weeks and months at a time, while the highways are packed with weekenders from L.A. and Phoenix. The streets, beaches, restaurants, and bars get so crowded in PB that it can distract you from how ridiculously nice the weather is.
Now while the beaches in Pacific Beach(and Mission Beach connected to PB to the south) are very nice, they are not as clean or beautiful as La Jolla Shores, Coronado, Huntington or even Hermosa and Manhattan beaches in L.A. The reason that so many people flock to the sands of Pacific Beach is the world famous laid back so cal , san diego, party attitude. Whick translates into wild beach parties. The 4th of July celebration, which is the climatic event of the summer, gets so out of hand every year, that the city council is forced to address whether or not they should finally ban alcohol on the beaches. Yesterday afternoon, on the last unofficial day of Summer, 16 people may have made the decision for an alcohol ban a whole lot easier for the city council. Please read/watch:

Then again, this certainly isn't the first incident like this in the PB area...
